Thanks for the post Jean. Sun City has been making lists like this for years and years. That should come as no surprise; we have more amenities at the most affordable costs of any like community in the Country. Interestingly enough, that's not what's makes us unique. Our history and how we got here may be the greatest story seldom told.

By 1961, the Del E Webb Development Corporation (DEVCO) and the three community organizations were touting and fully expecting incorporation to take place. The selling point was revenue sharing which helps fund fledgling cities by returning "excess revenue from taxes" back to them to cover the costs of startup. DEVCO even set aside a tract of land for City Hall. Along with a mayor and city council would have been police force, parks and recreation dept and street maintenance employees.

The immediate problem was "revenue sharing" was driven by the 10 year census taken in 1960. No one lived here then and so the decision was made to push it back to 1965 when the community could do/buy a 5 year census at a fairly reasonable cost per household. By 1964 the newspapers were filled with the pro and con arguments. It was a fairly heated time period and the organizations driving the issue were confident it would pass.

The challenge was they were dealing with seniors who had a lifetime of experience and virtually all of them moved to Sun City from a setting where high taxes for city government were a way of life. It turned out, the majority of those living here liked/loved being unique, being different from where they came. That internal struggle for incorporation lasted till 1995. By then the same push had been taking place in Sun City West and like Sun City the push back was decisive.

An interesting footnote to it all is had Sun City incorporated along the way, Sun City West when it opened in 1978/1979, would have quickly followed suit. There's a reason both Sun City and Sun City West are so unique and we owe it all to those who came before who believed self-governance and volunteerism was a better way to live than just becoming a city.

It's always in the top 10 cheapest places to retire in a 55+ community Bill. Tell the whole story. It's not in the top 10 most desirable places to retire. There is a huge difference.
