Understanding the RCSC..

    Let's pretend none of us know much about anything here and start a thread where we all can get an opportunity to get a tad better educated. The RCSC stands for Rec Centers of Sun City, and if I had a nickle for every time that acronym was butchered, I could afford to live in Sun City Grand (though I wouldn't, too many rules eh?).

    Rather than me trying to explain it, let's start with the FAQ page from the RCSC website; here's their definition of what they are:
    1. What is RCSC?

    The Recreation Centers of Sun City, Inc. (RCSC) is a private, non-profit corporation which owns and operates approximately $90M of recreational and social facilities in Sun City AZ. RCSC manages a $20M annual budget and employs approximately 350 employees, both full- and part-time. Around 65% of RCSC employees are Sun City residents.

    The Recreation Centers of Sun City include the following facilities:
    •7 Recreation Centers – (over 400,000 sq. ft. under roof)
    •8 Golf Courses – (1,100 acres)
    •5 Snack Shops (located at the golf courses)
    •2 Bowling Centers (Lakeview 24 lanes, Bell 16 lanes)
    •2 Cafés (leased & located in the bowling centers)
    •Sun Bowl (open-air amphitheater)
    •Viewpoint Lake (33 acre man-made lake)
    •Duffeeland (dog park)


    I'll take the liberty of a correction here and point out that number of employees is back from when we outsourced the golf maintenance. We now have over 400 employees (feel free to make the correction Joelyn) and the percentage of Sun City residents may be even higher due to bringing them back into the fold. I also think the asset value (90 million dollars) is laughable, but who am I to argue. IMHO the replacement value on the assets would be in excess of 200 million dollars.

    Rather than debate the actual numbers lets look at what is significant in my mind in that definition: the RCSC is a private, non-profit corporation. This pretty well says it all, in that as a non-profit corporation we exist wholly different from a for-profit corporation where there are stock holders or share holders. Our (the RCSC's) very existence is to serve the needs of the residents.

    To further amplify that, let me post Article 3 section 1 from the Restated Articles of Incorporation where it defines the RCSC's role:

    Article III
    The general nature of the business in which the Corporation is engaged is as follows:

    To do anything and everything lawfully necessary in the interest of the Members of the Corporation, including, without limitation, the following:
    1. To establish and conduct a general social, cultural, recreational and amusement enterprise for the benefit of its Members and do anything lawfully necessary or convenient to accomplish such purpose, including, but not by way of limitation, to purchase, acquire, develop, sell, lease, own, operate, and manage theaters, playhouses, agricultural projects, riding stables and corrals, libraries, opera houses, golf courses, baseball and football games, tennis courts, dancing facilities, lawn bowling rinks, horseshoe pits, croquet courts, travel clubs, card games, shuffleboard, swimming pools, skating rinks, lecture and conference rooms, and facilities and equipment for such arts and crafts as ceramic work, sewing, woodworking, leathercraft, lapidary, photography, fine arts, jewelry, shellcraft, mosaics, etc., and any and all facilities necessary or incidental to accomplish the general purposes of the Corporation.


    Let me be clear, there are 12 more sections enumerated, you can find them here.

    For our purposes, section 1 says it all. Here's what's important: To do anything and everything lawfully necessary in the interest of the Members of the Corporation. We looked closely at this section during my first year on the board, because there were some board members who felt we were limited in what we could do. After some discussion, it appeared we had broad latitude in how far we wanted to push things.

    Unfortunately, board members by nature tend to be pretty conservative. They tend to try and stay the course and stay safe. Straying too far from the status quo is a sure case of indigestion. And while I get it, I do think our ability to reach higher and achieve even more is certainly not limited by our corporate documents, but by our fear of doing something wrong.

    As usual, I tend to drift from the point of this exercise. I absolutely believe it is essential new buyers need understand how and why Sun City works. The good news is, it's out there. The bad news is new buyers are buried with reams of paper and documents that seem to never end. Hopefully this thread will boil down the important aspects of the how and why of Sun City.

    I would encourage existing home owners, new and potential buyers to feel free to ask anything about the community they may need to know. The information is out there, but finding it is sometimes difficult. We may be able to speed that process up by limiting your search and getting you answers. Oddly, I begged the board to create this kind of interactive exchange, but alas, I was in the minority as usual.

    Maybe we could prod the Admin out from hiding and get some of these helpful posts made into "stickeys".

    Couldn't agree more V, the admin should sticky some of these threads as a continuum of information. It's always a fine line between too much administration and too little.

    We'll see what they do.
