The Sun City Foundation has two functions: First and foremost it pays rec fees for residents who have outlived their resources and who apply and meet the criteria for assistance. The foundation used to pay transportation costs for residents using Dial-a-Ride but that organization went broke. Three years ago we the foundation formed a partnership with the Sun City Community Assistance Network (SCCAN) and we help fund their green cab rides with financial assistance and they do the administration of the program. All donations are voluntary. The second org is one that you are getting confused on. There is the Sun City Community Fund that was a free standing organization that helped SC residents with financial aid. Several years back the leadership decided to give their assets to the United Way to get a better investment return. The United Way gives back a portion of those assets each year for distribution within the community. Here's a link to a story Rusty did on them. Your confusion comes from the Google search E and what you were finding was the Community Fund of Sun City West. Interesting to note, they also have a second organization called the Sun City West Foundation. One of the things DEVCO did a better job of was creating and helping fund these supporting organizations when Sun City West opened.
