NEW RCSC GM HAS BEEN HIRED❗️

    RCSC board members completed meeting with each of their general manager candidate finalists on Thursday afternoon, September 25, 2025.

    At the RCSC board meeting, Tom Foster, president, said any of the finalists are well qualified for the position. They hope to make a decision and present an offer to hire some time this week. (Sept. 29 - Oct. 4)

    ! RCSC Selects New General Manager !
    For Immediate Release:

    After conducting an extensive search for the ideal candidate to serve as our new General Manager, the Board of Directors of the Recreation Centers of Sun City (RCSC) is pleased to announce the appointment of Rebecca Hill to the position. She will assume her new role on Monday, October 13, 2025.

    Ms. Hill's extensive background and experience spans over 20 years, encompassing Executive Director roles at the Downtown Chandler Community Partnership and the Power Ranch Community. Her diverse expertise includes partnering with 55+ communities and overseeing recreation opportunities such as lakes, pools, and parks. Ms. Hill has had extensive experience in budget, finance, facilities and long-range planning. She is very comfortable with project/construction management and has steered her organizations through large scale renovations.

    In addition, Ms. Hill has experience in creating marketing strategies for the communities where she has worked and has a history of being fiscally responsible. Finally, she has a collaborative management track record working with various board of directors.

    Ms. Hill has earned a Bachelor’s degree in business administration from Western Governors University and holds a Certified Manager of Community Associations designation and a Certified Arizona Association Management designation.

    The RCSC Board of Directors will be holding a Meet & Greet Open House in late October, which will provide an excellent opportunity for RCSC Members to get to know Ms. Hill and share with her our enthusiasm for the future of RCSC!

    Not to be rude, but the decision as to who is going to be the next GM, in my humble opinion, is information not offered to the members. No preview of who the candidates are, their background and qualifications and summaries of their resume was never disclosed to the members. Another example of exclusion by the board as to who they are talking to. Based upon recent history, a new GM is kind of an afterthought based upon performances of the past.
    More importantly is the very fact that the board has now completely shut the members out of any available contact with any board member, unless you go through the central clearing house, which means just another email to a mailbox that won’t get any reply.
    These recent events has me wondering what it would involve for the members to gather and examine Title 33 closer. All of this clandestine activity would stop, members would know full well what discussions are happening about the community, and there are consequences to board members for not being transparent in their dealings with membership. Big effort to undertake, but by golly, might be worth a try. Extremely disappointing performance of late by the board, so their decisions, in my opinion, are suspect and questionable since the members are left out of any part of the process.

    CM, I really don’t want to part ways with you on this but to start, we are not governed by Title 33 which you already know as well as it is is relation to Title 10 which we are governed, is basically an ex post facto law. For Sun City intents and purposes does not affect us at all. To be covered by Title 33 is really not a good idea as it will turn up the discord here to 11.

    As to the hiring of the new general manager, it is legally within the purview of the Board of Directors as per statute, Articles of Incorporation and by laws. There is no obligation for the members to know who the candidates are, their resumes or backgrounds. A reputable search firm was retained to screen and conduct preliminary interviews then submitting the best candidates for interviews with the Board. This is much better than third rate Romper Room bunch hired the first time who produced someone who already was in our employ.
    I believe the successful candidate will be introduced to the membership at a Board meeting with all necessary credentials, background and resume.
    I would venture to guess that a majority of the membership is unfamiliar with executive search firms and the searches themselves, so waving the bloody shirt ( look it up) serves no real purpose in the instant matter.

    My error, I was thinking of searches done in a large scale corporate setting where candidates are open for review. Never said the board was not entitled to review and hire someone within the scope of their duties. I only asked about an open forum.
    I understand just as you do that we are governed by Title 10 and to change that is impossible. My reference to Title 33 was strictly for the purpose of demonstrating openness of practice versus closed door approach.
    This site, as far as I know, is about Sun City and is an open forum where writers can share their thoughts and ideas on various topics. I did that in my post to stress the lack of transparency by the board and the dwindling inclusion of the members. You took me to task as if I specifically mentioned the boards rights and responsibilities. I asked for an open forum, never mentioned any specific bylaws.
    Did not waive any “bloody shirt”, was merely speculating on what could be. If trying to look for ways that members are included in the discussion and process is a bad thing, then I will engage in bad behavior. Speaking out on behalf of the community and the membership, which is being removed from the conversation daily, is something I will advocate for.
