Board Term Limits - How can a person who ran out their years be appointed to a Vacancy?

    How can a person who has served the maximum number of years be appointed to a vacancy?
    In spirit this seems wrong.
    I suspect there is no bylaw against it. It is a Loop Hole!
    The idea of term limits is to bring in new blood.

    It appears we now have 2 such person on the board.

    This has nothing to do with who the persons are.
    My question is more on the intent of term limits.
    I think it should apply to any future appointments as well as elections.
