    MOTIONS MEMBERS MAY SIGNUP TO COMMENT ON AT THE MEETING
    : • Motion Second Readings
    1. Vice President McAdam – I move to amend Board Policy #24 currently titled Preservation and Improvement Fee and Fund to be renamed to Preservation & Improvement Fee/Capital Improvement Fee and to add verbiage on the Capital Improvement Fee.

    2. Director Kise – I move to approve the Mountain View Recreation Center and Performing Arts Center elements developed by the Board of Directors and to direct the General Manager to use the elements to seek bids to renovate the recreation center and to build or renovate a performing arts center.

    • New Business Motions
    1. Treasurer Borski – I move to amend Board Policy #10 titled RCSC Rules and Regulations, Section titled Household Pets and Service Animals, Item # 3 as follows: Add) In addition, active members of the Best Friends Dog Club whose dogs have passed the American Kennel Club’s Canine Good Citizen Advanced certification evaluation, shall be permitted to participate in Best Friends Dog Club sanctioned events on RCSC properties, after obtaining approval from RCSC Management.

    2. Director Richtmyre – I move that the expenditure for the complete replacement of the Sun Bowl parking lot be moved from the Capital Project expenditure list to the PIF (Preservation Improvement Fund) expenditure list and approve the use of PIF monies in 2024 for replacement of the Sun Bowl Parking Lot. The estimated useful life for the new parking lot is expected to exceed twenty years. The actual cost of the project is estimated to be approximately $600,000.

    3. Director Richtmyre – I move that the expenditure for the replacement of two remaining dehumidification units, purchased in 2007, be moved from the Capital Project expenditure list to the PIF (Preservation Improvement Fund) expenditure list and approve the use of PIF monies in 2024 for the replacement of the two Sundial dehumidifier units. The estimated operational life for the new dehumidification units is estimated to exceed 15 years with proper scheduled maintenance. The actual cost of this project is estimated to be approximately $1,000,000.

    4. Director Collins – I move to fund the PIF Project for the Best Friends Dog Club (BFDC) building with an amount of $1.5 million.

    5. Director Fast – I move that the Board hereby approve an amount for the 2024 budget not to exceed $150,000 for the long-neglected maintenance on the Lakeview Tennis Courts.

    6. Director Kise – I move to amend Board Policy #17 titled Golf, Section titled General Golf Rules & Regulations as follows: ( This is long, please access agenda online to read.)

    Hmmm? So let me get this right! I have no dog in this fight but it's curious to me that the Vintage Vehicle Club who has been asking for air- conditioning from what I believe to be the very beginning of the request for a building, but now a Director is requesting 1.5 million in PIF money to give a/c to the dogs!

    I believe it was a screw-up by the RCSC who changed the original design that caused spending additional dollars to increase the size of the garage doors, which didn't leave enough money for the a/c?

    An now they want to furnish the dogs with a/c instead of the 60, 70, and 80 year old members of the VVC!

    Seems to me there may be a problem with priorities?

    Agree the RCSC management decision blunder resulting in no funds for A/C needs to be corrected. Don’t think it qualifies as another PIF Project though.

    2024 Capital Projects list does not include
    A/C for the Phase II building that houses the Vintage Vehicles Club of Sun City.

    Previous boards could have initiated a fix.

    Reviewing the 2024 Capital Projects list, many needed things were routinely ignored!
    (RCSC Board presidents from Grand Center proposal, purchase, concept, construction and opening, Dan Schroeder, Jerry DeLano, Sue Wilson and Dale Lehrer.

    This to me is another example of the half-assed way that the former board and management handled every major project. Who in their right mind would expect anyone to use that facility during 110°+ weather? And as mentioned, where did the money come from for an air conditioning dog park and where will it be located?

    And this surprises you because? Since around 2000 RCSC management and board members have operated according to the definition of insanity. It's not an air conditioned dog park, it's a room with A/C for purposes of dog training.

    For RCSC Best Friends Dog Club members 60, 70 and 80 years old, and their dogs in training classes

    There is no PIF air conditioned dog park project.

    I’ve learned more than I ever intended about Sun City golf and pickleball the past few years!

    Are you familiar with the Best Friends Dog Club, for RCSC members with dogs and entirely separate from the Dog Park Club?

    ** Not a dog park.**

    The Best Friends Dog Club offers numerous professional training classes outside at Fairway Center. They are in high demand, filling quickly. Classes are suspended during our extreme summer months.

    An air conditioned facility will allow more RCSC members to participate with their dogs year round. At one point, an unused area in the Grand Center was being considered. I don’t know if that was explored along with any other possible locations.

    This is at a very early development stage. Just now being introduced as a PIF project! Needs to pass two board votes to actually become an official PIF Project.

    Once the dogs start paying a $575 annual assessment fee they can then ask for an air conditioned building!

    This RCSC Best Friends Dog Club members are required to be members in good standing to join the club. They pay the annual assessment on their property.

    Why? Even married couples who are both on the deed don't pay $575 each, but with your wisdom you believe dog owners who pay the annual assessment plus the fee to belong to BFDC are not entitled to their own club area? SMH.

    I guess you just don't get it? The VVC has been asking for A/C from day one and now, at least one Director, wants to leap frog ahead of the VVC for the dog club, not unlike the many, many years the Players have been pushed to the back of the bus...and are still waiting!

    • May 2016 Purchase of the Grand property
    • June 2017 Approval of Phase II building layout design, (VVC & Sportsmen archery range)
    • August 2021 Assigned clubs move into Center
    • January 2022 Formal Grand Opening of Grand Center
    Somewhere in that process, RCSC management made a big mistake with the VVC garage door. Correcting that depleted PIF funds budgeted for A/C.

    Best Friends Dog Club’s request, along with other groups and RCSC projects were initiated prior to the Grand location even being for sale. Patience is a necessity.

    When was there a board motion presented and defeated or any management effort to allocate monies to install a/c in the VVC??

    That’s the real solution, VVC needs to make the process work like all the other requesting groups have to do.

    We’ll hear board and member comments on this month’s agenda motions and the result of their first reading votes this Thursday. Second reading votes to follow next month.

    Two second reading and six new motions total. RCSC secretary will be busy!!

    RCSC made a mistake. Not surprising at all with any SC governing body. Still waiting (2 months, 4/5 calls/emails) for an answer to a question from SCF. Le sigh!

    That's correct! The RCSC purchased the property at Grand and the Players were moved to the back of the bus...again!

    How about totally completing one project before you steal those dollars to start another?

    As far as I'm concerned, the VVC building project was never completed because they didn't get the A/C that was in the original plan.

    Let's just hope nobody dies in that building come this years summer heat!
