Board of Directors Meeting, December 6th

    I don't know about you, but I never received an email blast from RCSC with the agenda. Maybe as I type this, it will appear. I checked on the website, and it was there.

    • Motions – Second Reading:

    1. Second Reading Motion #1 by Secretary Lehrer – I move to approve the

    Preservation and Improvement Fund (PIF) budget proposed by General

    Manager Bill Cook with the PIF Fee at $4,000. I also move that the approval

    of this PIF Budget will replace all prior, Board approved PIF Budgets and

    projects not already complete or in progress.

    Is the PIF Budget posted anywhere so members can see it?

    Are you happy with spending $49,095,00 on Mtn. View; Phase 1 during 2022, 2023, 2024; Phase 2 during 2026; Phase 3 (Pickleball) during 2030 and Phase 3 Lawn Bowling & ADA Mini Golf during 2031!

    Are you happy with the Total PIF Budget = $103,404,880.

    And how did you like the way the raising of the PIF was accomplished? Snuck right in there with the PIF Budget!!

    As we discussed in another thread, it was disappointing to see Bill Cook's recommendation come out of his projections for expenditures regarding PIF. Typically the RCSC makes a proposal to increase the PIF and it is a free-standing motion where everyone knows what it is and can speak to the motion. In this case, it was anything but. In fact, the meeting before the board rejected a free-standing motion about PIF being increased to $4000. Sadly, they buried it in the general managers explanation of expenditures. The reality is it would have passed anyway, but just do it the right way guys.

    You asked about the PIF budget ODAAT and there is a button for it on the financial page of the RCSC site. In conjunction with your question, a board member asked if it could be posted so members had access to it. The budget button has sat blank for a couple of weeks now, which has surprised me. Mr. Cook said he could post it, in that it is a spread sheet and wouldn't take a brain surgeon to create a PDF to link to. No idea why it hasn't been done. I suspect they turned it over to their crack IT team and will appear any time now.

    Well, if the members of the board were up to speed with Robert's Rules somebody could have simply made the motion to "divide the question" which would have broken-out the rise in the PIF from the acceptance of the budget! Two separate motions!

    I went through the YouTube video and took pictures of the slides. I posted them on the FB page but nothing seems to work on here to post. If someone reading this was REALLY interested, they could do what I did - watch the video and stop it to study a slide. BOD making it real easy for us to view OUR budget for the future......NOT!

    $103,404,880 WOW WOW AND WOW!!! Has anyone looked at what other sports complexes, rec centers, etc have cost to build recently? My googling nets out at $25-mil or less. True, it's hard to judge apples to apples, but $43-mil??? Are we getting a Porsche with ALL the options -- or overpaying for a KIA? How can we tell. The RCSC considers it none of our business. My 2-cents is... like it or not it's our money they're spending and they owe us some involvement and insight for due diligence.

    It still seems to me that the best thing would be to build a stand-alone performing arts center in the southeast corner of the Bell parking lot where there was already a study done and it would fit! Separating this item from Mountain View would be both cost effective and allow the other amenities to go undisturbed while improvements are made. Makes too much sense I guess.

    Truth be known, it would not be a parliamentarians job to tell the board to "divide the question", that motion would need to be done by another board member. If nobody speaks-up and no rules were broken the parliamentarian has no reason to step-in.

    A parliamentarian can only advise the chair as too what a proper procedure should be on any issue if they see it's being done incorrectly, but the final ruling must come from the chair. Of course another member could appeal the chairs decision, and if seconded, it would go to a vote.

    Been back and forth with Bill this morning - the button for old (may 28, 2020) PIF Budget now works.

    Just sent request to Ms Wilson to allow Bill to distribute his proposal so we don't have to pull info piece by piece off YouTube.

    Yes, that's the OLD one. The one up for motion on the 6th is not on there. Bill Cook mentioned once to me after I questioned him in front of the Board that he doesn't want to post items like that ahead of time because of the nature of the post and he didn't want information to be misconstrued. What a bunch of bull. People will misconstrue the information because it's NOT up there!!

    The old one was taken down to avoid confusion. The new proposal was not posted to avoid confusion. (Even though the old one has the past date in big text at the top and the new one can have a big PROPOSAL watermark). Ms Wilson will allow Bill to distribute hard copies of proposal at the next Board meeting. I can only assume their motives, but facts are clear - the concept of open and transparent still escapes them...

    Yikes, i see they must be reading here and decided to though the old one back up. Is that dumb or what? That is absolutely worthless. Post the new one so that we can read it before the next reading on December 6. Why is this so freaking difficult?

    I wish that there was some way for me to upload my pictures of the slides that I have. But it asks for the url and they are .jpg's.

    It's not your job ODAAT to post their plans for the PIF expenditures. Seems to me that should be a function for the RCSC to share with the community.

    As long as we know management and the board reads these pages, let's ask them this simple question: Which is more embarrassing? Having a PIF proposed budget posted that is off the mark by 78 million dollars or being unwilling or unable to post the new one that comes in at 103 million dollars?

    Bill,...you're such a silly man! These people don't get embarrassed, they're shameless! Besides, they've been lying to us for years, just take golf as one example!

    My bad FYI, i keep thinking about those first 45 years when we were run like a community built by and for the residents. Sadly they put the corporation ahead of the community and we became CARDHOLDERS whose primary purpose was to pay the bills. Now those bills have exploded to numbers beyond anyone's wildest imagination and we have costs set to explode. Thank goodness, we still have $5 rounds of golf. Bless the hearts of every one of those golf-playing board members fighting for the only thing that mattered...cheap golf. Thank God that wasn't a conflict of interest because well what was it again? Oy yeah, i got it, "golf wasn't a club."

    Well, another one for the books! I can't believe that Robert's Rules of Order say to take away the podium to make members feel comfortable. Maybe we need to be careful what we wish for.

    I guess it's a big power trip when you sit on the stage and make decisions for thousands. I don't think the Board even hears what we're saying. But we're like one of those punching bags -- we just keep popping back up to try to get them to see reason.

    Good job to everyone who spoke and a huge round of applause for all the first time attendees. This is how change starts.....
