The schedule I've seen says on-line voting starts on Nov. 8th and election day is Dec. 14th? I guess well just have to wait until the RSCS publishes the "official" schedule?
If you go and vote in person you'll see a CPA sitting in the back of the room counting the votes as people fill out their ballots, but I have no idea who collects the votes that are cast on-line. But you're right, the important people, or person, is the one who "counts" the votes!
