Who is is responsible for the maintenance of the miles of walls that surround Sun City? Are they within the property boundaries of the homes, or are they common area?
It is a good question and one that has been asked about for years. It's one of the nuances of Sun City, and clearly one DEVCO didn't even consider when building the community. For starters, there are several answers. In some cases, they belong to the home owner or home owners association; sometimes they belong to the RCSC (think about those bordering the golf courses); there are instances where one could argue the county owns them (though they want nothing to do with them); and sometimes they are not deeded to anyone. It gets worse; like there are at least two sides to every story, there are two sides to these walls. Say what? Front and back, inside or out, call it what you will. Consider this; if the home owner or HOA has to maintain at least the inside of the walls (facing their homes), how about the outside? If we say it's their responsibility, could each HOA paint the walls whatever color they want? So let's look at what happened from a historical perspective: This issue first reared it's ugly head in the late 90's as walls needed a paint job. The Sun City Home Owners Association saw a need and formed a non-profit (401-C-3/tax deductible) organization called the Sun City Home Owners Foundation to raise money to paint the walls. They quickly had enough money to get started and working with a local contractor who gave them a break on the costs, did all or mostly all of the walls. Seems to me it was in the $150,000 range. Fast forward to 2 years back and SCHOA once again started talking about whose responsibility they were? There is really only one logical source of revenue for this kind of job; that being the RCSC. While debating the merits of who owns what make great theatre, the reality is the walls around Sun City belong to all of us living here. I think there is 30 some miles of walls and when they fall into disrepair, it makes Sun City look tacky. My last year on the board, 2015, we looked at this from a practical standpoint. We asked assistant general manager Jim Wellman to get us bids on an ongoing maintenance and painting procedure. That way we could consider the cost of building the costs into an ongoing budget, much like building maintenance we do on all of our amenities. I've heard that's now been accomplished and the board is looking how and what to do about it. To me, this is the kind of issue that should go before the community. Hopefully the RCSC board will do just that.
So, people owning a home that backs up to part of the wall (queue Pink Floyd music), how will that work for them? Maintenance, color, etc.
The whole point of the RCSC doing is that it takes it all off the backs of those abutting the properties and puts in on one entity. Besides, I'd love to see a little more color on the walls than the dirty white. There was a time when the rec centers had the same color scheme (said with a smirk) and look how nicely they have evolved.
Nooooo. Please leave them the homogeneous neutral sandy color they are. It visually ties the community together. Its clean. No crayon box walls. The horrors.
If they were all a sandy color it would be fine C. Sadly most of them are white, off white or just plain dirty looking.
Clearly the goal would be uniformity with one org. , the RCSC, taking charge. Agree with BP that the RCSC has done a great job with color at the facilities.
So are you saying you wouldn't buy into chartreuse walls around the community C ? All kidding aside, fixj is right about the rec centers, the new color schemes are awesome; the tired old dirty white were an eyesore. I wouldn't stray too far with the wall colors, but clearly there are options that wouldn't show the dirt like the current ones do.
30 miles of walls! Nightmare to tuck point if that ever becomes necessary. Did the ~$150k estimate include both sides? Leaving the "inside" to property owners could save money but might not be advisable for consistancy.
There are numerous properties in Sun City where the inside of the walls have been painted different colors or even added a mural of some kind.
