    Interesting read. The amount of work the RCSC does on a monthly basis is staggering. I found the update on the technology informative as well. Finally, the one never-ending challenge, golf is still plaguing us. We know from a historical perspective, every time we raise the price for a round of golf, play reduces. For those who haven't looked golf revenue is down.

    We overcame that by clinging to cheap full play passes (both member and non alike) and it resulted in 350,000 rounds that beat the snot out of the courses. I have no idea what the answer is, but staying the course was not an option. I like the new director of golf and the experience he brings to the table. Lord knows he has his hands full.

    Just another day in paradise; where problems are just opportunities eh?

    Would you care to post a link/and or the content you found so that everyone can see what you found.

    I personally am interested in the new web site development that is taking nearly 15 months
    with no definite date on implementation. SS7 as mentioned in another thread has absolutely
    nothing to do with web site development. SS7 is Telephony Architecture and has no impact that
    I know of on web site development or internet architecture. Telephony is related to phones.

    The last Technology Committee minutes I could find were from May 15, 2025.

    Those minutes mention nothing about the new web site but remarks about the ongoing search
    for Director of Golf which has nothing to do with a new web site other than naming the new Director.

    SS7 was the backbone of the telephony architecture. Just how do you think the structure is built that allows communication between all of the various elements of the universe works? There’s wireless connectivity available for transport services between various carriers, but in order to communicate between the various central offices and exchanges, there is the telephony system that transports the signaling system to each individual network carrier. The T1’s and T3’s provide trunking signals that allow for communication. That means the telephony system also supports data transmission. So, no data transmission, no internet connection.
    The telephony network is still the primary operating system for the entire network, excluding those that have access to microwave and satellite transmission systems. Not every carrier has a satellite network, and others rely on reselling of network services to operate. The phone network is the main component of the communication infrastructure, data transmission and cellular connectivity. All data transmission needs an originating point and a terminating location.
    Website development relies on basic software language in order to be consistent and compatible with the application of use. The RCSC has not maintained its computer infrastructure to current industry standards, making it difficult for the transition to cloud based applications to be applied to the current environment. When trying to create language and applications for a new platform that can also support the current environment, it takes a great deal of effort and significant time. The knowledge base required is slowly becoming extinct, as no one teaches COBOL, Fortran or other antique technologies. Yet, they are still showing up and need to be transitioned to new platforms. Welcome to RCSC computing scene. Keeping the existing platforms requested and merging them with new technologies is a challenge, but it is being done for the RCSC as requested. You ask for documentation and details of what I know. I was on the board for 6 years. I repeatedly tried to get additional support and updated systems and software brought in for the corporation. It repeatedly failed because it fell on someone who was not going to do anything to improve the network. Even if I had all of the emails and documents that were sent back and forth about this issue, I would not be allowed to share them anymore. I spent countless hours looking at providers and suppliers that could accommodate this type of transition, gave the information to the GM, that’s where it died.
    Website developers rely on network architecture to develop and create the design for their end user interface. The telephone network has a touch on everything to do with data transport, which translates into the ability to design a website. No data, no information exchange, no design.

    When did RCSC approve the web site redesign? DATES please. FACT not opinion. Dates Please



    When was a vendor commissioned to create new web site? FACT not opinion. Dates Please



    When contractually was the new web site to be delivered and functional?. NOT BETA.

    FACT – not opinion. DATES PLEASE.



    What is/was the Drop Dead Date for delivery and implementation of the new web site?

    FACT – NOT opinion.



    What are the penalties to the vendor for not meeting those dates?

    FACT – NOT opinion, Backed up by data.



    Where does the new web site stand today?



    What are the penalties for failure to meet contract?

    CM how does that translate to designing, building, and publishing a web site?
    Telephony (specifically SS7 has nothing to do with publishing a web site)
    I can and have created web sites on my local PC and never used SS7 or telephony protocol to publish.
    As for documentation, I'm talking about sites you use to back up your claims that telephony aids in web site
    design, testing, and implementation. 30 years ago maybe with a dial-up connection that was the way to
    publish to the internet.
    Today, everything is probably done on a local PC or server and when fully tested is published to the internet.
    COBOL and FORTRAN are mainframe languages that are still in use today on mainframes. It was never
    intended to be a programming language for the internet. However, you can still code in cobol and fortran
    and use a conversion utility to convert it to internet language.
    You are correct in that all data must have an originating point and a destination point, but it is not through
    telephony (SS7) protocols.
    The telephone network has no influence on web site development, testing, and publishing. All of that is
    done on local PC's/and or servers and when fully tested, published to the internet with the use of
    telephony.

    Not wasting my time on that.
    Emails sent to BOD’s should at least be acknowledged if not answering the questions asked.

    Going to meetings has proven to be a waste of time. 1k plus 600 or so proxies at the Annual Membership Meeting and no vote was allowed. Why would anyone want to waste their time going? The joke isn't funny at all.

    Definitely not holding my breath.
    But bringing this up at the exchange meeting is also a waste of time.
    I suspect that the reason son for no response from the BOD (9 members, no reply)
    That the lawyers have told BOD members not to respond.
    This is in y own opinion the lawyers running the BOD.

    Over the years, the attorney has had limited involvement. They most often turn to him when they need a bailout from positions they are uncomfortable with addressing. The questions you've asked SCR, aren't anything anyone on the board should be worried about. They typically aren't things the board would run to him for.

    Their bigger problem stems from the number of emails members are sending. I've heard the argument for years they simply don't have the time to respond to them all. As you pointed out, at the very least an acknowledgement of receipt should be SOP. Even that has been challenging. No idea why?

    Over the years i have argued for volunteer administrative assistants to/for board members. We know we have a "board secretary" and it's unreasonable to expect her to answer for board members. The argument mentioned above as being too busy is curious, especially when i heard there were 4 board members at the long range planning committee meeting.

    The question has to be asked: WHY?

    The reality is when members take the time to write an email, they expect an answer. That's not unreasonable and when it's ignored, it only adds to the sense the board doesn't care. While i know they will argue that's not true, what other message does their non-response send?

    I've written this a hundred times: self-governance is both hard and messy. Getting it right was for years simply turning it all over to the GM. While she was well intended, it didn't work. Trying to claw our way back has been daunting as board members still think they have to have every answer. No disrespect, but like the three previous gms, they aren't/weren't that good.

    Without member involvement, it will not work.

    That happened 10 years ago, and you have been talking about it since. Are we going to hear the same 10 years from now? Will this be another Lakes Club? Woulda, shoulda, coulda could be the SC motto.

    Those of you who knew me when I sat on the BOD, may remember that I always had questions about the Management Report, and you may also remember that I questioned the timing of the report after I resigned. It was very annoying to read the report just before the Board meeting on the last Thursday of the month, have questions, and then have to wait until the next Exchange to get my questions answered. So - kudos for publishing the Management Report before the Exchange. However, if Eyes Open had not published it here on TOSC, I wouldn't have known about. Where was it posted that it was "up?"

    If I am not able to attend the Exchange on Monday, would someone else be curious enough about these questions to ask them?

    Taken from the August Management Report, page 4, Safety & Compliance:
    With
    Board approval, RCSC will sunset the Customer Engagement Platform effective August 30. The platform was originally implemented in 2024 to replace paper comment cards. Despite outreach and training efforts, Member usage remained low, and the platform did not provide the functionality or engagement expected. All registered users will be notified prior to deactivation, and alternative feedback methods will be communicated to the membership. Feedback will continue to be collected and incorporated into the development of the new RCSC website, which is expected to better meet the needs of Members.
    Question:

    I found it interesting that the old paper "Comment Cards" that were available at all the Rec. Centers and then updated into the Customer Engagement Platform, were Board approved to be "sunsetted" effective August 30th. First - when did the Board meet to make this decision? Second - how much did it cost to institute the software for the conversion in 2024 that is now scrapped? And, third - it will be interesting to see what the alternate feedback methods will be, when they will be communicated to the Members, and how they are going to be "incorporated into the new RCSC website" - that - as noted in another TOSC post - we have not heard anything about.

    Taken from the August Management Report, page 7, line six, Media Studio/AV:
    ..... and research was conducted on the best method for streaming board meetings via YouTube, with testing scheduled in August to prepare for streaming in September.
    Question:
    What were the results of the testing? And is this new, best method for streaming the Board meeting via YouTube being instituted in September as noted?


    Taken from the August Management Report, page 14, second paragraph, Quail Update:
    All construction on Quail has been completed: Marvin Mills will be out to do a punch list for the irrigation system. ....... The Golf Shop renovation began on Monday July 18th with the demo of the bathrooms and the shop. Flooring, countertop and color palate has been chosen for the shop. We are hopeful that all supplies and fixtures will arrive on time so that they can be installed and ready for our October opening.
    Question: What monies were used for the Golf Shop renovation? - PIF dollars ? - from the Water Conservation for ADWR?

    Taken from the August Management Report, page 1, FINANCE: Financials:
    RCSC ended the month of July with a Net Operating Deficit of ($8,545) which was $194,169 favorable to budget. The Facilities division Net Operating Deficit was ($137,803) and $24,800 favorable to budget due to Wages and Benefits being $14,006 under budget. The Finance division Net Operating Deficit was ($260,972) and $61,785 favorable to budget due to Wages & Benefits $38,302 under budget and Audit fees $30,000 under budget due to timing ........ blah, blah

    Question:
    When are the Financials going to made easier for the average Member to understand? Deficit but favorable?

    The departure of that person may have occurred over 10 years ago, but the damages done are still prevalent today.
    The rewriting of the policies that removed members involvement from the corporate structure, the loss of so many members benefits that included travel, newspapers, outreach programs for the members, all gone. Accomplished by this one person. She had a favorable relationship with some of the people that were board members and systematically engaged in redoing the corporate structure to be top down with very limited resources for the members. She instituted the increased quorum so there would be no annual meeting. She is the one with the connections that had the laws changed to be favorable to Title 10 corporations and had the RCSC grandfathered legally within the scope of litigation, shutting down Anne Randall Stewart in the process.
    So, yes this is 10 years worth of history, but the damage to the membership continues, clawing back is extremely hard work, and who knows if we will ever fully recover.
