The date to amend the Articles is BS. According to the Articles either the Board has to first make a resolution/motion to amend them and then vote to due so, (typically twice) or the Members need to go thru the petition process getting 10% of the Membership to amend them. Bottom line: There is not enough time between the February Board meeting and the Membership Meeting for the Board to propose an amendment to the Articles of Incorporation and provide the required 30 day previous notice!
