December 16, 2021 Board Meeting

    Last one of the year folks! Do allow time on your calendar to stay for the Planning Session that follows. It might not be about raising anything or money woes, but I'm sure curious to see how much this committee has accomplished over the years. I've read over minutes from previous years. They are doing the same things that they did years ago (IMHO).


    RECREATION CENTERS OF SUN CITY, INC., BOARD MEETING AGENDA

    Thursday, December 16, 2021 Sundial Auditorium, 9:00 a.m.

    • Acceptance of Management Report
    • Installation of 2022 Board of Directors Elect
    • Presentation of Plaques – Outgoing 2021 Board of Directors
    • Motions – Second Reading:
    1. Second Reading Motion #1 by Director Schroeder – I move to approve $3,000 to be paid to the Sun City Posse for their continued assistance with event parking and facility security in 2022
    • Motions – Third Reading:
    1. Third Reading Motion #1 by Secretary Lehrer – I move to approve the Preservation and Improvement Fund (PIF) budget with the PIF Fee at $4,000.

    • Outgoing Director Comments: Gene Westemeier, Dan Schroeder, Sheila Rooney, Rich Hoffer

    • A Planning Session will be held immediately after this meeting for a presentation of the Long-Range Planning Committee’s Capacity Analysis, Utilization Analysis and Trending Report. This session will be video recorded and open for attendance by any Member who would like to stay but no one will be allowed to comment or ask questions on the subject.
    Next Meeting Date – January 10, 2022 at 9am at Sundial Auditorium

    Who is willing to stand up there - with no podium - with me - formed in a line - one more time to ask them to NOT approve Motion #1 ? I'm just as stubborn as they are! I've got to give it my all!

    Oh, I think this is the meeting where "we" thank our outgoing directors for all that they have done for the Membership. Umm, not going there at this time.

    Capacity Analysis has to be flawed as if it is created by pencil and paper (maybe/sometimes/who knows). Without digital data collection, all collected figures are flawed.

    I've changed my stance on "most pressing problem in Sun City" WATER is hands down number one. Second is bringing this community into the 21st century with regard to TECHNOLOGY.
    NOT "Communications Through Technology" If the board wants to talk communication they have to demonstrate they are WILLING and CAPABLE of communicating all that is going on in Sun City openly and in a timely fashion. For the past 15 years or more that has not occurred. They have made no attempts to correct this problem and in fact have openly demonstrated that they are in command and it's their way or the highway. Example - the board sits on their buts on the stage and takes away the podium from the floor and forces speakers to stand waiting for their turn to speak. That is nothing more than intimidation. Lets take away the chairs from the board and make them stand during the board meetings.

    Folks, you are going to have to get more involved and voice your opinions at every single board meeting. Based upon input on this forum that is NOT going to happen. I realize the MEMBERS have been denied their right to share in governing this community, but the fact remains that lack of MEMBER attendance has definitely help create the current situation where the board rules and members be damned. The board is being guided by a lawyer which makes it damn near impossible for the MEMBERS to be involved.

    Someone at last years membership meeting (if I'm not mistaken said the the F word in Sun City is FREE - right on. If it doesn't cost members anything they will go along with it like lamds to the slaughter. If Assessments are raised or God forbid they raise golf fees to a more equitable number, there will be an uproar and you might even see a quorum.

    Just an opinion formed over the last 20 years or more.

    Okay, SCR, how about instead of spouting doom and gloom, you join me in a quest to take this up with the new Board in 2022 and make it our goal!!

    If they read this, it appears that the members are requesting for the podium to be replaced. Hope to see it in place for the Annual Meeting!! Who's idea was than anyways?? It is way easier to read stuff on a platform than in your hand. As far as the line goes the end seats one side or the other should be reserved for speakers to sit in according to the order their name was called.

    Hours away from your chance to participate this year in a Sun City RCSC Board meeting. You can speak on ANY issue during Member Comments; no need to sign up! You get 3 minutes to say what's on your mind - politely. It's your last chance to address Rich Hoffer, Dan Schroeder, Gene Westemeier and Sheila Rooney. Or Sue Wilson, as she leaves the presidential seat behind which due to circumstances under her control, has become the proverbial "hot" seat. Make suggestions; ask questions; offer advice. 3 minutes. Could be the most important 3 minutes of your day today!! See you there!

    We've had this discussion before SW, you really need to find a way to come out of your shell and be better able to express exactly how you feel about things. Holding it in like you do will only stifle your growth.

    In hopes that the current and new board members read this:

    So today Sue offered a motion to establish an Ad Hoc bylaws committee that passed the first reading. Problem is, that motion is now dead because of the partial change of board membership. That's why they waived the third reading to give the Sun City Posse $3000! It had to be completed.

    For those with a copy of the 12th edition of Robert's Rules, "49:22 Effect of Periodic Partial Change in Board Membership...when the outgoing portion of the board vacates membership, all matters temporarily but not finally disposed of, except those that remain in the hands of a committee to which they have been referred, fall to the ground..."

    Perhaps if the parliamentarian was present she would have informed the chair?

    So...come the January meeting that motion needs to be reintroduced as the first reading.

    It would also be nice to make that a Standing Committee rather than just Ad Hoc?

    I believe I heard Sue Wilson say(to Mike Egge?) that they would bring the motion to the Board in January. You'll have to watch the video to make sure that in fact is what she said. I don't think it will have a problem in being brought up again but the makeup of the committee will be crucial.

    ABSOLUTELY needs to be standing committee. No more off-the-cuff corporate document changes. Period.

    A motion should be presented that puts a moratorium on ALL by-law changes.

    Did you notice that the chair (Sue) screwed-up again today?

    Once she stated the motion, the motion can only be debated by the members of the board. Sue stated the motions then allowed the Member's to comment...wrong!

    Members are not part of the assembly (the board). We are only there as guests and therefore cannot participate in the debate of a motion!

    As has been done in the past, correctly I might add, the Members get to comment on the upcoming motion BEFORE the chair offers the motion up for a vote by the board.

    I know, this might seem trivial to most of you, but you either follow the rules or you don't! They certainly like to jam the rules down our throats when they can use them to shut us out!

    No, not yet! Maybe they figured if they screwed up again, we'd all believe that they actually did screw up on Monday!!

    We’ll actually they did. If there was only 1 recording device then there was no planning when video recording was started years ago. There should not be a single point of failure that prevents the recording.
    If there was no backup - fail number 2.
    If there was no independent audio recording - fail number 3
    I’ll say it again, the failure to have a recording of any meeting is solely the responsible of the audio/video department or whatever they are called. It was Jan Eks fault, it wasn’t Bill Cooks fault.
