Why is this not illegal?

    Probably many of you have received this, or something like it, in the mail recently, as in "yesterday" or "two years ago." It is a clear fraud, this has nothing to do with me or my car, and ultimately I assume that it would involve giving "them" money, were I to follow up on it. So why is whom ever doing this not arrested? Besides keeping a social distance? Is it a Freedom of Speech issue? Certainly those of us who follow politics realize that lying is protected speech, but this is different. I think. And you?

    That probably came from the same source that robocalls me 6 or 7 times a week a about the same topic.
